Honorable Sir:
Welcome to Our Homeland.
Your visit to Cuba is an extraordinary occasion for you to learn first hand the views of sectors of the Cuban society who disagree with the government position, most specially with the representatives of the organizations working for the reconciliation, peaceful pacific changes, and defenders of the human rights contained in the Universal Declaration of Human Rights of the United Nations.
Many of the citizens whom peacefully worked defending and promoting Human Rights in Cuba languishes in prison for defending this cause. Your Excellency, we are requesting you make a plea before the Cuban government for the liberation of these pacific prisoners. Enclosed please find copy of the message we sent to all delegations attending the summit of The Non-Aligned Nations in Havana.
During your stay in Cuba, please devote some time to meet with us, representatives of the aforementioned groups and with the families of the pacific political prisoners in question.
We appreciate your consideration and hereby express our profound respect.

MESSAGE FROM THE CUBAN ENGINEER OSWALDO PAYA SARDINAS TO THE DELEGATIONS ATTENDING THE SUMMIT OF NON-ALIGNED NATIONS IN HAVANA

Your Excellencies
Leaders of the nations conforming the Non-Aligned Movement of developing nations celebrating their summit here in Cuba, have proclaimed that their most important mission during this event is the defense of International Rule of Law, right to peace, sovereignty and the auto determination of the peoples and the recognition of the right every nation has to provide their own political, social and economic system. Also included is the necessity of a new International economic order.
Such objectives are achieved through A DIALOGUE WITHOUT FRONTIERS, amongst states, nations, cultures and citizens of all nations, as free men and women and based on mutual respect and goodwill. These are legitimate and just aspirations of every nation, regardless of their economic or cultural development or geographical situation. Furthermore: Legitimate and possible are aspirations to have international ralationships based in solidarity, cooperation and fraternal alliance between the human families, whose common home is planet Earth.
The aforementioned aspirations cannot be disconnected from the aspiration and the right the peoples and citizens of the world have to be free and for their rights to be respected in their native countries.
In Cuba, country host for this summit, pacific citizens are imprisoned for defending human rights and for promoting changes so that every citizen can enjoy the rights of political, social, economic and civil freedoms.
¿How can nations aspire to achive the above mentioned equal and inalienable rights, freedom to elect their own government, freedom to travel, freedom of speech and to be able to change their political and economic systems in a democratic fashion, when systems are proclaimed irreversible?
There is no concept of legitimacy if a nation does not embrace the dignity of all of its citizens without exclusions. It is not legitimate either to oppose nation's rights to their auto determination and sovereignty, to the fundamental rights of the peoples and individuals, or vice versa.
For all the concepts set forth herein we are asking the Honorable Secretary of the United Nations, Mr. Kofi Annan, and all members of the delegations in this summit, to come forth as advocates for the liberation of all pacific Cuban political prisoners in this event, at the General Assembly of the United Nations and in their Human Rights Council. By requesting the Cuban government to comply with this act of justice is to contribute to the reconciliation and peace among Cubans and to the promotion of peace and international justice that the Non-Aligned Movement of developing nations so vehemently proclaim.
